In a rescue or recovery scenario with obviously disabled occupants (Thinking hypercapnia, hypoxia, cardiac arrest, etc.)? Get it open no matter what it takes. I'd probably look to loosen a fitting first, but in the absence of anything obvious, drilling a hole in an acrylic viewport takes no time at all.
