Personally, I think this is where AUVs come in, for finding the
location of the black box. You head on out to the site in a small
boat, throw half a dozen AUV's overboard. They network together using
acoustic modems, and set up a search grid, listening for the black box
beepers. When the find them, they drop a marker beacon in the area,
and then the big ships with the ROVs come out and retrieve the boxes.
