Pressurizing a liquid

Hi PSUBers,

I am considering a device to test the mechanical hull penetrations I'm
building. The idea would be to pressure test using a liquid in order to
prevent failures from being dangerous -- just like SCUBA cylinders are
tested. The test pressure would be 1,400 psi.

The pressure vessel is not a problem, its really just an very robust sort of
adapter on which I'd mount a hull penetration. But the question I've got is
this... what is the most economical way to pressurize a liquid? Are pressure
washers an option?

All ideas are welcome!

thanks,
