I like the unusual approach you are investigating.  I don't think there are
any 'hard and fast' rules concerning freeboard, but obviously the more
freeboard the better, particularly when surfaced in heavy seas.  Obviously, if
vertically oriented, horizontal movement would be limited.  It's another
trade-off, but maybe worthwhile.  It's an interesting question and the kind of
thinking I like to see explored.
