ISP Problems

For the last month I have been unable to FTP to my site because of problems at the ISP.
Yesterday I went to their office in person and got no satisfaction by phone, e-mail, or
FAX.

Would you believe that after expalining the problem 8 times in the last month they
wanted me to go through it one more time, and at the end of it they said, "we'll look
into it?"

So, I signed up on a new ISP and it was running the same day.

I could put the site I had before on the new ISP server. (It works fine, I tried)

But, I can't ftp a "we have moved" page, or even delete the old site at the first
provider.

What would be best is to know when Ray's site is fit for public consumption. That way,
I could just abandon the old site (and stop paying the bill) and I would not set up the
new site to avoid confusion.

Opinions?
