Richard Compton-Hall wrote a book called, "Monsters and Midgets"  It has a lot of 
descriptions of minisubs used in WWII.  He's the curator of the Submarine museum in 
Gosport, England.  I was there in 1992.  The X-Craft was great, but a little big for my 
budget.

The Imperial War Museum in London has a "Beiber" on display.  Apparently it was found 
floating at the surface with the crew dead, overcome by carbon monoxide from the 
gasoline engine.  It was a scary item.  I wouldn't get into that thing if I could help 
it.

About 10 miles from here there's a home-made sub as advertizing for a diving store.  
It's just as scary, but does have some ingenious ideas for tilting the planes.

I'm rambling.  Let's just say that it's quite possible to make a device that attempts to 
pass as a sub, but we're essentially in the same position as Homebuilt Aircraft 
builders.  There has to be some standard of respectability, or we'll all be locked up or 
dead.
