The drawing is at www.psubs.org -> Resources & Reference -> Design Tools 
-> Communications -> VHF + OTS Schematic

PSUBS can get you a discount on new equipment although I don't know if 
it would match the scratch & dent pricing.  Log into your PSUBS account 
then click on the store link from your account and you'll find pricing 
under "Electronics".  We'll have to get in touch with the distributor 
for current pricing but contact me if you're interested in going this 
route and I'll get a quote for you.
