I don't think blowing out the soft tanks is an issue.  You'd have to 
dump a large volume of air representing a large percentage of the 
ballast tank volume in an extremely short period of time, OR have a very 
small opening that restricted the outflow of water from the ballast tank 
to the point of creating enough pressure inside the ballast tank to make 
it fail.

If you have a failure in the cabin then certainly you could have a bad 
day depending upon how much pressure built up.
