I'm thinking you may find it easier to make a new one than to build up
and turn the existing shaft. The SS through-hull presumably is about as
scored as the shaft. I think the first thing I'd try is reaming that to
see if it can be saved. After reaming, you'll have a slightly different
diameter to work with.

I was finally able to remove the port motor housing on the front of the
K600. It took a lot of effort pounding on the shaft from the inside of
the cabin. Lea Nichols and his friend Wayne Russel made a tool that fit
against the shaft so I could pound the shaft without damaging the end.
After about two hours of pounding (each whack only moved the shaft about
1/64 inch) it came free.
The thru-hull shaft is in pretty serious condition and will need to be
built-up and then turned down to it's original dimensions again. Links
to photos provided below. This was the last thing needed to be done and
the sub is now completely stripped and ready for sandblasting. I doubt
I will have that done this winter and will likely wait until spring and
warmer weather so I can immediately start putting the vessel back
together again.
