The Ko-Hyoteki is amazing, isn't it?
It was designed at a time when the Japanese expected to meet the
American fleet in deep water and fight a Jutland-type engagement. Its
job was to be dropped off a tender and to move AHEAD of the Jap fleet,
submerged, engaging the Americans while the two fleets were still
outside of gun range, to whittle down the Americans and even things up
prior to the main engagement.
After Yamamoto decided on the carrier attack on Pearl, they were
repurposed to attack harbors and anchorages. Despite their superb
underwater performance, they had no success at that.
