Think of the logistical costs of getting the materials and tools to the remote sites, maintaining people there, building an entire boatyard on stilts, providing power, clean water and sanitation, etc. The figure seems entirely plausible if all charges have to be assigned to a single boat. If several identical units were built, that would be a different story.
