A submarine has two displacements. The surfaced and the dived. 
The difference is the volume of the ballast tanks. 

You can build a boat with a surface displacement of 500 Kg and dived
displacement of 700 Kg
and another one with surface 600 and dived 680 kg.. 
One has more freeboard than the other.. - But which one is smaller?
