Hi David, I think the instructor is right. 

Private submarines are complete illegal in the US to build, to own or to operate. Or even to talk about.
The best will be you send them all to europe to prevent any law disscusion.. 
I can give you shipping adresses if you like. 

Here in germany private aircrafts with speed capacity over the soundbarrier are forbitten. 
To much windows around here. May we can just exchange?
