I think that a viable underwater ocean farming operation complete with an underwater habitat would be something that would exemplifiy the American spirit of free enterprize and inovation.  Something that could turn a profit without the help of a controlling and overregulating oppresive government.  Something that I'm going to do anyway without a grant.

How about items #1 and #2? Improvement of technology to further ocean exploration. How about readily available, certifiable, reasonably priced and simple manned submersible vehicles.....lots of them.....fleets of them. It's time to get man back in the sea. Not robots.
