Hi! When Russian subs are scrapped/decommissioned the section of the Hull
that contains the reactors is sealed, towed out to sea and dumped... its too
radioactive to do anything with afterwards... 

Also an old Russian reactor... What sort of safety level is that 20 year old
beast going to have? :) it would be a military reactor... Safety standards
are different for civilian reactors vs military reactors...

How would it work? Like any other nuclear reactor... Reactor heats up a
primary cooling liquid (sodium metal in this case)...  liquid passes through
heat exchanger... transfers the heat to a secondary cooling liquid that is
then fed through a steam turbine... Once it has passed through the steam
turbine the steam is re-condensed using sea water to cool it (via another
heat exchanger/condenser)

Alan meant the Fuel Cell/Lithium battery solution would fit in within your
budget! :) I think... correct me if im wrong Alan! :)

An older russian atomic sub cost less than the half and has two much more
powerful reactors..
