These guidelines are from an NVIC (Navigation and Vessel Inspection Circular) which are authored and distributed by the CG for public use and should be public domain. The original NVIC document is entitled Guidance for Certification of Passenger Carrying Submersibles and the buoyancy section is an enclosure to the certification document. See http://ntl.bts.gov/data/letter_nz/no5-93.pdf for the official Coast Guard version which was written in 1993.

No need to scan images or create a PDF, it's already available online.
