Hi Jens,
Great detailed photos.
It looks like the brass ring is just clamping down the rubber seal.
It probably makes it easy to replace the rubber seal if it fails.
O rings were invented in the 30s (so I learnt today) & I guess this was how they sealed things back then.

Here is a few images showing the aft torpedo loading hatch of the dutch
submarine Tonijn in den Helder (museum boat), the Nederlands.

Take a look at the rubber seal arrangement and tell me what you think the
purpose of the screwed-on brass ring is, ref:
