If we insists on using traditional psubs-municipal developments as a
yardstick by which to measure extraneous capabilities and technological
prowess, we fall into the trap of restricting our assessment to terms such
as 'superiority' or 'backwardness', when what we should really be
considering is why advances in a particular area of submarine technology
are so important to some people, and why certain other areas have been
neglected.
