According to the definition of a boat at the time submarines first started to arrive in numbers, USS Cole would be a boat but obvious carrying capabilities have changed in today’s world.  The term “boat” for a submarine came about in the time of the US’s first submarines USS Holland and the  A-Class and stuck for ever more.
