It's needed because 309 stainless bonds to carbon steel better than 
regular steel wire bonds to a stainless fitting. The 309 alloy filler rod has 
the necessary metals in it's mix to bond with the stainless AND the carbon 
steel. It can be prone to cracking, ( any weld can ) so pre-heating and slow 
cooling is required. You mention "wire" which says to me "MIG"......not the 
best choice. These welds should be done with "TIG"
