So here's the proposal. If anyone is interested, I'm volunteering to fund the development of a high intensity wide beam light. The project would include a cost-benefit analysis of various lamp technologies (e.g. HDI, LED) and construction of an actual light using whichever was selected. The goal would be to have the light installed and functional on Snoopy by the convention. Snoopy does already have two 75 Watt dichroic halogen lights, but  for the same power consumption something way brighter is possible using more modern lamps.
