Here is a drop keel release mechanism designed and used by the Germans on
some of their earlier submarine designs, i.e. until it was finally
abandoned by the navy (in the 1920's ?), ref:

The beauty of it is that I believe the lever arm on this drop keel hook
mechanism actually reduce the effective weight (force) suspended from the
release (turning) pin by some two thirds of the total weight of drop keel
assembly.

If this is true, maybe you don't need the hydraulics...
