I'm not exactly sure where you're going with this Rick. Are you thinking of cook-book type instructions for a common home-built scrubber?

Flow rate is important only as it relates to the dwell time of the air passing over the absorption material. I think the variables involved with packing of loose material and canister design are too wide to define a specific "flow rate" in isolation. So to answer your question, you standardize (in a practical sense, not a technical sense) the flow rate by standardizing the canister. From a practical perspective, a particular flow rate would likely work on a multitude of canister designs. And in complementary fashion, numerous flow rates would likely work adequately with a specific canister design.
