Offcourse :-) But this is very individual. If the counter weight is hollow it can even create an downward force when submerged. This will depend on design. Also the force from the spring is individual, therefor I just mentioned selfweight when submerged. This has to include the spring force and any changes for due to counter weight design.

What about the force vector (uplift) caused by a balancing spring or
counterweight (if any) on the hatch?

Shouldn't this difference be subtracted from the self-weight of the hatch?
