Alex,
406 MHz is the official rescue frequency world-wide and as I was explaining
previously, there isn't a radio frequency that is practical for PSUBs that
will transmit through the water.  An EPIRB has to be on the surface to be
received initially by a satellite...this is what allows for the very quick
activation of rescue forces.

406Mhz isn't going to make it through that many feet of water is it? Maybe
there is a lower frequency beacon system that would work better.
