Well the nice thing about electric motors is that they get more and more
efficient as the torque goes lower, especially for the brushless DC motors, exc
ept at very low torque with a large motor, because of friction. I found some
motors here: http://www.powertecmotors.com/ which would do everything you
needed for your submarine but I am afraid to find out how much they sell them
for!

Any motor controller that you get for an electric car should be able to run the
motor at low speeds, but I guess the concern here would be effeciency. I don't
see why effeciency would be a problem with a properly designed motor controller.
