Ray,
As I noted previously, this is a Federal law and not a state law that was
developed to target the drug-running semisubmersible boats hauling cocaine
and pot from Colombia.  There is prison time, hefty fines, and probably
vessel seizure associated with the Federal law while the State law is just a
ticket with a minor fine.

Any thing in Oregon with a motor (gas or electric) or over the length of
eight feet has to be registered.
