The difference here is that it is a Federal crime instead of a civil offence.  The penalties are much more severe.  When Jon finds the applicable law, it will be interesting to check out the penalties.

Hi Jay. I think almost any boat must be registered, except for a canoe. I know here in Calif. all boats that go in the lake or ocean need the "CF" numbers or the harbor patrol and/or park Rangers will nail you. Frank D.
