Glen, the dome typically is welded on the ring opposite of the "O" ring
groove. If the outside dimension of your dished dome is 24-1/2 inches,
wouldn't  it be simpler to just grind it down to the right size?
That or you could put some gussets on the inside which would help keep the
ring and dome level to the same plane.
Seems like cutting and re-rolling the rings is a lot of work. There must be
 an easier way. Frank D.
