I hope I can help. The only type of epoxy to use in this situation is 100% solids epoxy as it does not contain solvents that later evaporate and help to cause shrinkage. I'm not sure if you are using the epoxy for primary seal or secondary, but in either case it will NOT bond well to smooth steel. To get good mechanical bond you should have at least a 2-3 mil profile as created by sandblasting or other mechanical means.
 
These products are pourable as we use them as floor finishes.
 
You may also consider JBWeld a paste type of substance that will work and comes in small tubes.
