That sounds pretty reasonable Dan. Although material costs have gone down a little lately, I remember when steel shot up in price about three years ago, along with all the metals.
For me, it's not so much the bare cost of a few steel chunks, but all the other little hidden costs. A box of weld rod, a tank of argon, some stainless hardware, a bit of machining,  and hard to calc things like tanks of gas running around getting stuff. The list is endless, and my $13K estimate is just that. I'm sure it's much closer to $20K if I added all the times I grabbed a little of this or that while at the hardware store for home stuff. I don't mind though.....following your dreams always comes with a price.
That "kit" looks pretty good, and if I wasn't already on this path, I'd give it a go. Good luck to who ever gets it. I hope it's a psubber, so we can follow the progress. Frank D.
