Other then the small hardware, such a valves, piping, batteries and 
switches, most of a sub is accumulated and the subassemblies are made.  Just 
having the conning tower and motor pods complete is a great start to someone 
wanting to build a sub.  And they even have a trailer!  I'd estimate about 
one third to half the labor is complete.

I don't know the guy selling it, but it's a great start to getting a sub if 
you can get it at or near the starting price.
