And yes my head is exactly the same size as the ROV.

That utc thing is pretty neat.  

Another interesting use for non-voice comms is communication between different platforms like sub, ROV, divers etc.
Usually everyone has lights and a visual sensor (eyes or a camera) so you can do morse code by blinking lights.  Of course
not too many people know morse any more, and the ones that do will start yaking for hours if they find out you are at all intersted
in morse...But I've used just random flashing to signal a diver.

The DSS modem SAM-1 are about $1K each, so $2K for a set.  This is probably the least expensive off-the-shelf unit you'll find, I think.
The bit-rate is slow, about 100 baud and the range isnt super, maybe 1 km at best.   Another cool modem is the WHOI micromodem.  http://acomms.whoi.edu/umodem/ which can do nav too.
