Good idea, but remember ALL epoxies yellow with UV light and heat accelerates this process. You would need to make sure that the epoxy boes not get into the intended light path or you will have rapidly declining performance.

You can buy the individual leds and solder them up into big arrays.  Then flood with mineral oil and use a good acrylic lens.
