Hi Brian. Ya, That's the type of "butterfly" valve I thought you meant. I
bet you could use a spring loaded "check" valve for dumping ballast. The ballast
system doesn't have a large pressure differential across it, so the valve need
not be that beefy. In my case where the water/air comes into the sub, it needs
to be strong but with an exterior valve, you could use a lot less. I bet you
could make your own from 1/8 inch stainless with a spring to hold it closed and
a short linkage to open it, driven by a mechanical arm, hydraulic or pneumatic
