Alec, The website is owned by a bicycle & motorcycle parts manufacturer in Geogia. The fellow's name is Ted Ciamillo, (Ciamillo Components Inc.) It looks like he's preparing some type of cross ocean human powered attempt, based on his own inventions. A very cutting edge website, but after seeing the human powered sub races and how all the non-conventional propulsion systems are so much less efficient than a prop, I'm afraid I'm a skeptic on this one.
