Dean, You gave me an idea, there are fast actuating pneumatic, hydraulic, and electric actuators used in robotics and what not, but if you didn't want to use those you could have the braking flaps pop out fast using strong springs, perhaps like used in some hatches. They would be released by a actuator, much like a drop weight is released on my K-250 but using a actuators to release two or more flaps at once remotely. Then to bring them back in to a fully locked and streamlined position, one could have a hydraulic or electric wench that pulls a cable that is attached to the most outward leading edge of each flap. Once they are back down, they can be relocked remotely, and the wench then could let out enough length on all the cables to allow the flaps to spring out again if needed. A chute might be an entanglement hazard if used in some locations and/or not configured correctly. Many things that are found to be not that useful or out dated for a military submarine, can perhaps still be very useful in a recreational and/or research sub. A big sub could just shred the drogue while you could lose propulsion just when you need it most. Remember that the Navy decided that drogues and speed brakes were a bad idea after much testing and stuck with operating within the envelope. R/Jay

I did not know these were tried on military subs. I just thought it was a good idea to be able to stop quicker. I do think for my purposes just the sea anchor blown out of it's housing would be best for my needs. Seems like the manual brake flaps would be quite complicated and slower than I would like.
