To who it may concern,
 
I am a explorer and small submarine enthusiast that has been watching a young man by the name Karl Stanley pursue his dreams of exploring the deep waters off Roatan for a number of years. He built a very deep diving submarine for the location he has been using it in Roatan.  Most deep places in the ocean are many miles from shore and have poor visibility and heavy currents. So Roatan is ideal for the submarine Idabel to operate. There is only one other deep diving submarine operation in the world that will take the public down to see what most never will see. The things that Karl and his passengers see are amazing and many times totally new to science.
 
I believe that the Honduran Government should prize this unique explorer and his enthusiasm to offer an invaluable tourist attraction and scientific exploration to the world. He has worked extremely hard to get his submarine built and operating to do this. 
 
There is some unfortunate political issues preventing Karl from acquiring his operating license in Roatan. It seems to me that the Vice Mayor Delzie Rosales conflict of interest in preventing Karl from acquiring his permit because she wants to park her yacht were he has had his submarine for years in front of his families property, is wrong, and bad for your tourism. 
 
I respectfully ask that you look into this matter, and promote this healthy part of your marine tourism.

Karl has a new, very professional documentary coming out very soon, called A View From Below. Once people see this film, many will likely want to come to Roatan to visit and submerge with Karl. I'm aware that some people like the shock value of talking about Karl's submarine as being homemade. But in truth a number of very qualified professionals worked on the Idabel submarine, both physically and on technical issues to make her a safe craft. I know a lot of guys that have built very nice home built submarines. I have not seen any of them heat treat there entire pressure hulls to stress relieve them, like Karl did on his second submarine Idabel to better take hydrostatic stresses. The submarine has proved it's metal by diving well over 1000 times.
