At the risk of pointing out the obvious, maximum allowable working 
pressures for all modes of failure can be calculated by the formulas 
presented in the ABS regulations.  In the case of a saucer sub, the 
orientation is different but the formulas are the same, except that the 
length of the cylindrical shell is small or zero.
