Just a thought, but for emergency use (i.e. disabled sub), wouldn't the most
effective solution be a registered 406 MHz GPS enabled EPIRB? If you could
devise a way to manually deploy the EPIRB from the distressed sub, the GPS
location is encoded in the digital signal, so the appropriate rescue
co-ordination centre has access to that information immediately, and the
EPIRB ID is associated with registration information which would contain a
description of the vessel (submarine) and communication facilities. I don't
know how much information you can file in an EPIRB registration, but
certainly you can include emergency contact numbers, etc., through which the
RCC could obtain a prepared rescue plan for your vessel, and task the
appropriate resources with minimal delay.
