While I am not specifically familiar with TurboCAD, I have used several 
different modelling packages, and the basic features of each are very 
similar.  Regarding your specific problem, such a feature need not be created 
by a specific hole tool (essentially a macro of other functions).  Holes may 
be created by creating a circle sketch on a plane perpendicular to the axis 
of the intended hole, and extruding it through your hull.  The resulting 
extrusion may then be removed from your model (solid model), or used as a 
cutting feature (surface model).  Alternatively, you could create this 
cylinder using a revolved feature about the axis of the hole.  To trim beyond 
the hull surface, if you don't have trim tools available in your package, 
simply create another revolved feature about the axis of your hull, in order 
to remove anything outside the boundary.
