Hi Ray.. 

I weld everting myself but not pressure parts. 
I rent a welder from the yard for the pressure welds.
He weld 8 hours a day and 5-6 days the week. 
I just ask the foreman which his best welder is.. 

Much cheaper than grind later all the cracks, 
cold starts, dirty base, hydrogen spots, wrong wire 
etc. out..  

Seaworth ship = 
Good hull
Good equipment
Good crew

Good weld is = 
good welder
good welder
good welder

Which welding machine you use depents more on 
the tickness of the material and the amount of welds.. 

My MIG/Mag welder 250 amp 4 wheels for wire transport 
was about 2500 USD some years ago. For Euronauts pressure hull clear to small. 
This size submarines needs liquid cooled machines.
