Brian,

It can be cheap; make model of wood and than make a mould from it with sand
(special sticky for cast moulds) Then cast molten aluminium in the mould or
have that done at some company. 
Remove the sand and Finished! 
I think you can make a sphere for a 3000 meter sub in this way.

The seat and the o-ring groove for the dome have to be machined on a large
milling machine. There exist also machine tools that can be attached to a
construction or hull to machine a flange

Yes, that is quite a compact pressure hull, I would be curious of the cost
of something like that.  modeled after Deep Flight Aviator no doubt,  How is
the seal on the acrylic dome accomplished?
