How deep will you be diving?
How far will you be traveling underwater?
How long will you stay submerged?

Unless you're traveling long distances for days or weeks submerged, or only dive very shallow, dead
reckoning will probably more accurate.  You can take into account currents when calculating your position.
IGS would probably be more accurate than both. 

The tether will limit your ability to go any where (at least under the subs own power), also it will
create a hazard for you an others (rope is not a friend of the submarine). 

If you planning a mid-ocean drift, this could useful.
