If you want to know EVERYTHING about acrylic viewports there is a book called "Acrylic Plastic Viewports"  written by Jerry D. Stachiw. I think that you might have a chance at a the library of a technical university.
 
The ABS rules can give you some information. If i remember well these rules were free on internet but it seems you have to pay for the information:

Does anyone kindly have a formula to calculate the strength of cast acrylic sheet relative to pressure acting on surface area and thickness (which also takes into account deformation % prior to faliure)
 
Further, can anyone kindly point me in the right direction to find info on fabricating view ports.

    all the specs are in asme pvho-1 it costs two hundered dollars on the asme web site or try a good engineering library

Look up Acrylic in a search, find a manufacture you like and either E-mail or call them with an inquiry about where the nearest stocking distributor is in your location.  That works for most anything your looking for.  Get a few distributors names and you can bounce pricing between more then one if you like.
