I'm not sure what your asking.  My conning tower and hatch cover rings are 25 inches in diameter.  The hatch cover is dome shaped steel about three inches high.  I guess that's what your asking.  If I placed the hatch cover on a flat surface, the top would be about three inches high.   The hatch is 3/8 thick.  The ring it's welded to is 5/8 thick.
 
Thanks!  I painted it.  I sprayed it at a friends shop.  He has a high paint booth and a small crane to handle the sub with.  The paint wasn't cheep.  I used a two part epoxy primer and a two part epoxy paint.  Epoxy paints are sprayed on all the time.  Most auto paints are now two part epoxy paints but they all use a base coat with color, then clear coat over that.  The paint I used on the sub is called Imron.  No clear over top.  It has color all the way through. It's really tough stuff but expensive.  Between primer, paint, thinners and hardeners for the sub and trailer, I have $400 in materials.  
 
You have a reasonable amount of time to paint and clean up, but you can't save any left-overs once you mix it.  By the next day, it's rubber in a can.

Dan,
         I was wondering what the radius of your hatch is, that is, the dome part ?  Also the thickness?  Your paint job looks really nice!  Did you have someone do that for you ?  I looks like it was sprayed,  It is most likely an epoxy,  I didn't think those epoxies could be sprayed,  if so you'd have to clean the thing fast!
