  I live in Ft. Lauderdale and you can get to really deep water 1/2
mile out 100'  2 or 3 miles out will get you 200'-300' and so on. If
you go to Palm Beach it's even closer. Also Palm Beach has the Gulf
Stream Close to shore so you tend to get clear visibility depending on
the weather.
  A good boat to use for towing is a Mastercraft (skiboat) I used it
to tow boats in a couple of times and it worked really well. I tried
to tow boats with my 20' Twinvee and I had the same problem that you
had no steering. If you are towing something light and you have a
t-top or a leaning post I have seen people tie the rope to them it
seemed to work. I don't know if I would trust it towing a 2000pd sub
though.  I'm just trying to give so ideas of my own experience.
