I like the idea of an acrylic dome,
-	see where your going (i.e. don?t hit the boat which sunk you)
-	shelter your head from possible dangers
-	micro climate (at least some air)

Suggestion-
In case of 1atm becomes ambient a pocket for your phone and a small flask containing special air mixture could be built into the dome concept. This way if there is no or to little time you already have what you need. In my opinion the above would be an inexpensive solution.
Perhaps psubing is a little like sex, safety first and you should always be prepared.
