I don't think so.  It doesn't work like that.

The torque doesn't quadruple if you slow a 4000 RPM motor to 1000 RPM with a
speed controller.   HP is a function of speed and torque.   If you reduce a
motors speed with a speed controller, you reduce the RPM's but the torque
remains the same, there by reducing the HP output in proportional to the
speed reduction.

A gear reduction would be more efficient but has it's losses and additional
noise.

Yes, they are good long running motors.
