Actually, oil is the best thing to use.  We're only talking about a small amount.  At 1000 feet which is what any well designed home built should be able to achieve.  The pressure out side is around 500 pounds. ( For general reference half the water depth )  This is why the HYD jack.  Then a valve that lets the oil back in to the small tank on the inside of the submersible. The out side pressure will just push the oil back in by itself.   The oil is for fine adjustments only.  The standard procedure is to know how much you and your girl weigh and then put bean bags full of lead shot inside with you so that the sub is just about neutral buoyancy before it gets thrown in the water. If it's just you by your self then you put in some more bean bags full of lead shot.  The oil bellows on the out side is for fine adjustment only.  Soft ballast is just open the valve and fill the tanks and up you go.
